Special transport services
You can apply for special transport services if you have a permanent disability that makes it difficult for you to get around by yourself or to use public transport.
When you apply for special transport services, you will receive a written decision stating whether or not you have been granted the service.
The decision may be valid for a specific period of time or until further notice. The decision may state how many journeys you are permitted to make each month using special transport services. You have the right to appeal if you are not satisfied with the decision.
Apply for special transport services
You can apply for special transport services via our e-service on your mobile phone, tablet or computer. If you are unable or would prefer not to apply digitally, you can speak to our Customer Services.

After you call Customer Services, a special transport services administrator will contact you to investigate your application.
Who is entitled to special transport services?
Entitlement to special transport services is regulated in the Swedish Special Transport Services Act (SFS 1997:736). The decision on whether you fulfil the criteria for special transport services rests with the municipality. The decision depends on how much difficulty you have getting around by yourself and using public transport. Your age has no bearing on whether you are entitled to special transport services.
You can use special transport services to travel to and from work (work trips), upper-secondary school and leisure activities.
Medical certificate
When you apply for special transport services, you will need to submit a medical certificate proving that you have a disability, its likely duration and how it makes it difficult for you to get around and use public transport. You need to submit a medical certificate the first time you apply for special transport services.
The certificate can be issued by a doctor, physiotherapist, nurse or occupational therapist. You will probably need to pay a fee to your healthcare centre or clinic in order to obtain a certificate.
Attendant and fellow traveller
If you need help at the end of your journey on special transport services – for example, when you go shopping – you can take a fellow traveller with you. Please state whether you have a fellow traveller when booking special transport services.
If, due to your disability, you need help on the journey itself, you can apply for an attendant. You are not entitled to an attendant if you can manage the journey but need assistance once you arrive at your destination.
Special transport services are a form of public transport
As far as possible, we coordinate special transport services, meaning that you may share a vehicle with other passengers. Your journey may take longer if the driver needs to pick up and drop off several passengers. Taxis providing special transport services retain the right to change your departure time by up to one hour or delay it by up to half an hour in order to coordinate your trip with other travellers. You should be notified of this when you book your trip. It is not permitted to interrupt the journey to run quick errands.
The municipality retains the right to revoke your special transport services permit if you are guilty of serious or repeated breaches of the terms and conditions for special transport services.
- Disruptive or violent behaviour in the vehicle, threats to fellow travellers or the driver and vandalism of the vehicle or equipment are considered to be serious breaches of the terms and conditions for special transport services.
- Failure to come out to the vehicle having booked a trip is considered to be a breach of the terms and conditions for special transport services.
- Using the service to travel to and from doctor’s appointments or other medical treatment, physiotherapy, dental appointments or therapy is considered to be a breach of the terms and conditions for special transport services. You do not require a special transport services permit for healthcare journeys.
A decision to revoke a special transport services permit can be appealed.
Permission may be granted for work trips from your place of residence to your workplace. Work trips may also be permitted for certain studies.
Work trips are journeys on special transport services with subsidized fares within Skellefteå Municipality. A maximum of one return work trip may be permitted per day. A separate decision may be made to permit more than two trips per day if, for example, you have split shifts. Work trips may be granted for people who have been granted a special transport services permit and regularly travel to a fixed point to perform gainful employment* or studies that carry an entitlement to grants and loans from the Swedish Board of Student Finance (CSN) pursuant to the Student Aid Ordinance (SFS 2000:655). This applies to both full-time and part-time work and studies. *Gainful employment refers to paid work, not work placements, daily activities or labour market measures arranged by the Swedish Public Employment Service (Arbetsförmedlingen). You are required to submit a certificate from your employer no later than 15 March each year in order to be able to take work trips from 1 April. If you are studying, you will need to submit a certificate every semester.
Neither work trips nor special transport services at normal fares may be used for business travel. Your employer is responsible for arranging business travel. Work trips cannot be used to travel to and from a summer job.

The fare for special transport services depends on what you use the service for. There is one fares list for normal special transport services (leisure trips), while for work trips to your place of work or study, Skellefteå Municipality has a separate fares list.
This is how it works
You can either pay the fare for your journey on special transport services directly to the driver for each trip or you can receive an invoice afterwards. To apply for payment by invoice, contact Skellefteå Taxi on 0910 173 10. Fares are based on Länstrafiken’s pricelist plus a surcharge of SEK 25; so, you will always pay a minimum fare of SEK 53 for a one-way journey. Children and youths up to 19 years of age who are entitled to special transport services pay fares based on Länstrafiken’s pricelist for children and youths plus a surcharge of SEK 25 per one-way journey.

The following users of special transport services in Skellefteå Municipality do not pay fares for the service:
- Upper-secondary students with a special transport services permit travelling between their home and school. For other routes, the standard special transport services fare applies.
- Children with a special transport services permit travelling between their home and their preschool/leisure-time centre. For other routes, the standard special transport services fare applies.
- Youths with a special transport services permit travelling between their home and a short period of supervision. For other routes, the standard special transport services fare applies.
Special transport services to and from adult daycare services: People who travel on special transport services to and from adult daycare for people with dementia within health and welfare pay SEK 24 for a one-way journey. You will not need to pay the fare in the taxi; an invoice will be sent to your home. The fare covers your journey from your registered address (not your summer residence) to adult daycare. For other routes, the standard special transport services fare applies.
Special transport services to and from daily activities: People who travel on special transport services to daily activities pay SEK 22 for a one-way journey. Skellefteå Taxi will send an invoice for trips if you have a taxi card (apply for a taxi card from Skellefteå Taxi on 0910 173 10), otherwise, you can pay your subsidised fare on each journey. The fare covers your journey from your registered address (not your summer residence) to your daily activity. For other routes, the standard special transport services fare applies.

If you are residing temporarily in another municipality, you may take a maximum of 30 one-way journeys on special transport services in that municipality per calendar year.

They will forward your case to a case officer at Fares and Special Transport Services. Your application must be submitted no later than three weeks before departure.
To order special transport services by taxi, call 0910 173 10. You can order the service around the clock. The dispatcher who accepts your call will plan for taxi pooling. It is therefore important that you order your journey in good time – as soon as you know you will be travelling. If possible, please book your return journey at the same time.
If, for example, you know that you will be travelling on special transport services at a given time during the morning, you can order your trip the day before. If circumstances prevent you from planning your trip in advance, there is a risk that no vehicle will be available at the desired time.

Some journeys on special transport services are free for children and youths. This applies to special transport services for upper-secondary students travelling between their home and school, and for children travelling between their home and preschool/leisure-time centre.
By its nature, public transport involves travelling collectively stopping only at designated stops. For this reason, non-routine stops are not permitted on special transport services. If you break your journey, any further travel after the break is considered a new journey.
Exceptions may be made for medical reasons.
Work trips may be permitted on special transport services for regular trips to a fixed destination to a place of gainful employment or to a programme or course of study that qualifies for a grant pursuant to the Swedish Student Aid Ordinance (SFS 2000:655). Work trips may be permitted to both full-time and part-time work or studies.
For this purpose, the term work trip refers to a journey on special transport services at a subsidised fare. Work trips are not permitted outside the special transport services district, Skellefteå Municipality.
Work trips are limited to a maximum of one return journey per day between your registered address and workplace/place of study.
If special reasons exist, it may be possible to allow more then two one-way journeys per day. Special reasons may include split shifts, for example.
Generally speaking, you may use special transport services as often as necessary. However, your individual decision may include a limitation on the number of trips you are permitted to take each month or year.
Your decision may also state that you are only permitted to use special transport services for a given period of the year, for example, during the winter.
Special transport services serve Skellefteå Municipality.
If you live on the outskirts of the municipality and your nearest services are located in another municipality, you can take special transport services to, for example, run your postal and banking errands or visit the optician.
Can I use any remaining tickets for special transport services in another municipality and, if so, for how long are they valid?
Yes, you certainly can. You can find the validity period at the bottom right of the ticket.
The decision you receive will state how long your special transport services permit is valid.
You do not need to present your special transport services card every time you use the service, any valid ID document will be fine. A driving license, national ID card or passport is valid ID.
Special transport services are coordinated as far as possible, meaning that you are very likely to share your journey with other passengers. Due to the risk of allergies, pets are therefore not permitted on special transport services.
Guide dogs and service dogs are permitted on special transport services.
Any valid ID document will be fine; for example, a driving license, national ID card or passport.
It is your responsibility to keep track of the expiry date of your special transport services permit.
My decision applies to the winter months only: what does this mean?
A decision may apply to a given period of time, such as the winter months, in which case your special transport services permit is valid from 1 October until 30 April.
