Income verification ensures correct fee for preschool and school-age educare

Skellefteå Municipality's fee model for preschool and after-school educare is based on household income. By verifying the registered income with the municipality against the taxable earned income through the Swedish Tax Agency, we ensure that you neither overpay nor underpay the fee.

The income verification takes place at the beginning of each year, checking the taxable earned income for two years ago. The delay is due to the Swedish Tax Agency not finalizing the income for a calendar year until the end of the year after.

The income verification ensures that the fee you pay for preschool and school-age educare matches your household's actual income. Here's how it may affect you:

  1. Fee Adjustment:
    - If your registered income matches your taxable earned income, no changes will be made.
    - If there is a discrepancy, your fee may be adjusted retroactively. You may either receive a refund through a credit invoice, or be required to pay the difference. If there are other unpaid invoices, those amounts may be deducted before a refund is processed.
    - If the income verification shows that you have paid too much, you will receive a refund in the form of a credit invoice stating “amount to be received”, with a minus sign shown before the invoice total.
  2. Importance of Accurate Income Reporting:
    To avoid surprises during the verification process, make sure to update your registered income with the municipality whenever there are changes in your household's income.
  3. Annual Process:
    Verifications will be conducted every year, so it's important to keep your income information up to date to ensure accurate fees going forward.

The process is designed to create fairness and ensure that fees are calculated based on actual income.

 

If you have overpaid, a credit invoice will be sent to you. If you want the money refunded to your account, use the online app below to provide your account details.

Otherwise, a payment card will be sent to you at the end of the month. If there are other unpaid invoices, those amounts may be deducted before the refund is issued.

Yes, every time your income changes, you should go into the Edlevo app and update your registered income.

Every year, we send out reminders about updating the income. The notifications are sent to the email addresses and phone numbers that guardians have registered in the Edlevo app. As long as you have the correct email addresses and phone numbers in Edlevo, you should have received reminders to review and update your income. Information about submitting income is also available on the municipality's website.

If the family situation changes and the adults in the household are no longer registered at the same address, you need to notify the municipality’s customer service, as this does not happen automatically.

This also applies if you, as a guardian, move in with a new person who is not a guardian of the child; you must notify the municipality’s customer service about this as well.

Here are some scenarios where there is a difference between the registered income and actual earned income, and what it means for the household.

Example 1: Changed income after finished studies
Lina finishes her studies in June 2024 and starts working in August 2024, resulting in a changed income, which she forgets to update with the municipality.

From January to July, Lina had an income of 10,000 SEK/month. Starting in August, her income increased to 40,000 SEK/month. Since she never updated her income details with the municipality, Lina will receive an additional invoice for 2024 of about 8,100 SEK.

Example 2: Changed income due to separation between guardians
Two guardians separate in the spring of 2024. They move from a shared household to two separate households.

The parents inform the municipality of the change in their family situation through customer service. The invoice for preschool or after-school care will then be split in two and sent to each parent. The invoice will be based on the total income of their new households.

If the parents were paying the maximum fee while living together and now have incomes below the maximum fee in their new households, this could lead to a difference in the income verification if they missed to update their household income with the municipality.

Example 3: Changed income due to a new job
Johan lives alone with his daughter. He starts a new job on August 1, 2024, resulting in a salary increase from 32,000 SEK/month to 40,000 SEK/month.

However, he forgets to update his changed income with the municipality. This means Johan will receive an additional invoice for 2024 of about 1,200 SEK.

If the household's combined monthly income was 56,250 SEK or more before tax in 2024, the household reached the maximum fee (maxtaxa).

Yes, if the household's total income before tax is 20,000 SEK or less per month, preschool and after-school educare are free of charge.
