KVOGO – Capacity Expansion, Layoff Notices, and the Green Transition

KVOGO is a collaborative project that strengthens the capacity to manage layoff notices while addressing the skills needs associated with the green transition. The project builds structures, collaboration, and knowledge to create a more robust and sustainable labor market.

KVOGO – Capacity Building, Redundancy Notices, and the Green Transition – is based on the rapid and far-reaching changes shaping the labor market in Skellefteå and the region. Industrial development, technological shifts, and increased demands for sustainability create new opportunities, but also pose a risk of layoffs and skills gaps. KVOGO was established to strengthen society’s ability to address these changes in a coordinated and long-term manner.

The project’s objective is to build and strengthen the capacity of public sector actors and collaborative partners to act effectively and in a coordinated manner when layoffs occur, while simultaneously leveraging and developing skills in line with the green transition. Through joint analyses, structured knowledge exchange, and learning initiatives, KVOGO creates better conditions for transition, workforce matching, and a sustainable supply of skills.

A central part of KVOGO is reducing fragmentation among stakeholders and initiatives. The project contributes to greater clarity regarding roles, responsibilities, and working methods, which strengthens collaboration and improves the ability to both take preventive action and respond quickly when change occurs. This leads to more cohesive efforts and a more efficient use of shared resources.

In the long term, KVOGO aims to strengthen the collective capacity to manage structural changes in the labor market. By developing sustainable working methods, strengthening collaboration, and building shared knowledge, the project helps ensure that layoff notices can be handled more effectively and that skills are better utilized in the green transition. KVOGO thus lays the foundation for a more resilient system that can meet future transitions with greater preparedness and quality.

KVOGO addresses the consequences of rapid changes in the labor market in the wake of the green industrial transition in Skellefteå, including skills shortages, uncertainty following layoff notices, and the need for more effective collaboration among stakeholders.

By strengthening the capacity of relevant organizations to manage rapid changes and acute crises in the labor market, KVOGO contributes to a more flexible, inclusive, and attractive labor market that supports sustainable growth and transition.

The project is based in Skellefteå and Västerbotten and aims to improve how stakeholders jointly manage the transition, including through strengthened collaboration and improved working methods that can be carried forward into existing structures after the project concludes.

KVOGO is monitored using indicators linked to subgoals, such as 15 partnerships/activities, one tested training model, 15 employers with improved capacity to receive new employees, as well as 10 collaborative initiatives, 5 analyses, and 8 learning sessions.

Yes. The project’s problem statement indicates that the relevant authorities, organizations, and employers are not collaborating to a sufficient degree, and that shared resources, capacity, and working methods need to be strengthened to address current and future situations.

The project builds on the work done in Work Package 4 and collaborates with the Swedish Agency for Economic and Regional Growth on evaluation and analysis related to its mandate regarding layoff notices and workforce transition.
