Work and live in Skellefteå – the project that attracted long-distance temporary workers

Through "Work and Live in Skellefteå," Skellefteå Municipality gained more summer temps for its operations, as well as new permanent employees in healthcare, nursing, and support services. It is a successful concept that has the potential to be developed and scaled up as needed.

Ahead of summer 2025, people from other parts of Sweden were offered summer temporary positions in the municipality's healthcare, care, and support services in combination with free accommodation. This was the second year in a row that the municipality had invested in this initiative as a way of increasing the recruitment base for summer temporary positions while also reaching potential new residents.

– With 'Work and Live,' we wanted to present the municipality as an employer, but also give participants the chance to really experience Skellefteå and the fantastic summer city it is, says Inger Engström, HR strategist at the social services office.

"Work and live in Skellefteå" was aimed at people with experience or ongoing/completed education in the healthcare and social care sector who were curious about Skellefteå. The project offered:

  • Summer temporary positions in healthcare, support, and care for at least 8 weeks and full-time
  • A bonus of SEK 10,000
  • Free accommodation in student rooms (taxed as a benefit on salary)
  • Loan of a bicycle and bicycle helmet during employment
  • Other employee benefits (such as wellness subsidies and access to the municipality's gym/sauna)

The municipality was able to offer 30 positions, 227 people applied, and in the end, 25 summer temporary positions were filled within the project. Of these people, two have become permanent employees and one has had their temporary position extended.

During Society Expo, "Work and Live in Skellefteå" will be one of the items on the agenda at the conference From Skellefteå to Sweden – Solutions for the Future Competence External link., which will be held on May 28–29.


Questions and answers about the project

Skills supply within municipal healthcare, care, and support. At present, it is difficult to recruit staff. With Jobba och bo, it is possible to increase the recruitment base for summer temporary positions and at the same time reach potential new residents.

In the short term, the project will contribute to more summer temporary staff within the municipality's healthcare, care, and support services. In the long term, it will also result in new permanent positions and new residents.

By offering a positive first experience, the municipality aims to build long-term relationships.

“Work and Live” has shown positive results with a relatively low investment. The willingness and commitment to welcome and introduce participants to the activities and to Skellefteå is the key to success. Since the process is established, the initiative can be paused and resumed from year to year based on current needs.

One challenge faced by the project was access to suitable housing. This is therefore a necessary issue to collaborate on with housing providers if the project is resumed.


The project is closely related to the strategic area of Knowledge and Unique Competence.

The project was aimed at people with experience or ongoing/completed education in the healthcare and social care sector who were curious about Skellefteå. The target group was primarily reached through targeted advertisements on social media.

The project contributes to the vision by helping to secure the supply of skilled labor in the welfare sector, while also showcasing Skellefteå as an attractive place to live and work.
