Questions and answers
Everyone is allowed to fish with hand gear in the sea. Hand gear refers to rods, jigs and similar mobile gear equipped with a line and a maximum of 10 hooks. However, there are rules to follow, such as the use of a maximum of six nets, and fishing is prohibited in certain areas and during certain periods.
Free fishing with hand gear means that you and everyone else have the right to fish freely with hand gear along the Swedish coast and in the five large lakes Vänern, Vättern, Mälaren, Hjälmaren and Storsjön in Jämtland. Here you can spin fish, fish and fish with rods and lines with a maximum of ten hooks.
If you are fishing with nets or traps
Other angling regulations that apply to nets and traps, for example, only apply to people registered in Sweden. There are also rules to follow, such as that you may fish with a maximum of six nets (one net 30 meters) and a maximum of 180 meters of net per person in the boat, and in certain areas and during certain periods it is forbidden to fish.
Along the coast in Skellefteå municipality, there is a ban on fishing with nets in shallower water than the 3-meter depth curve, according to current charts, during certain times of the year. This is to protect the endangered sea trout.
In water areas with a depth of less than three meters, fishing with nets is prohibited from 1 April to 10 June and from 1 October to 31 December. However, fishing with nets of mesh size less than 37 millimetres is permitted from 1 October to 31 October inclusive.Mesh size refers to stretched mesh (diagonal length). The mesh size is determined by first stretching the mesh and then measuring the diagonal length. For example, a square mesh with 50 millimeters of side (pole) is a 100 millimeter stretched mesh.
The marking of mobile gear shall indicate who is using the gear and whether the user is a recreational fisherman, a professional fisherman or fishing under a private fishing right.
When fishing with mobile gear (maximum length 300 meters), the gear must be marked with a fishing ball at each end. The fishing ball must be at least 15 cm in diameter and colored red, orange, yellow or white. Gear shorter than 50 meters may be marked with a fishing ball or cylinder at least 20 cm long, 6 cm in diameter and the colors red, orange, yellow or white.
The gear must always be marked with name and address/telephone number, or registration number from the County Administrative Board. In addition, recreational fishermen must indicate F, while those fishing under individual fishing rights must indicate ER.
If the net is not seaworthy, the use of poles (flags) instead of balls is required.
In fisheries legislation, different rules apply to different types of gear. Below we will try to clarify how the different gears are defined.

Fixed gear
Fixed gear means a fishing building and fishing gear with an articulated arm, if the gear is attached to the bottom or the shore and is intended to remain for more than two consecutive days.
Fishing rights are required to use fixed gear in the sea.
Mobile gear
Mobile gear is defined as fishing gear that is not fixed gear. Mobile gear includes nets, longlines, fyke nets, cages, hand gear and nets. To be allowed to fish with mobile gear such as nets, longlines, fyke nets and cages, you need to be registered in Sweden.
In public waters along the coast, fishing with mobile gear is permitted with certain restrictions. For example, special rules apply in river protection areas and within the 3-meter depth curve.
Anyone fishing with mobile gear in waters where fishing is free for everyone may only use nets, longlines, fyke nets, cages and nets. When fishing with nets, longlines, fyke nets and cages, no more than six pieces of gear may be used simultaneously. A longline may be equipped with a maximum of 100 hooks. The total length of nets may not exceed 180 meters.
Fishing for salmon and trout with drift nets, drift lines, anchored lines and anchored floating nets is generally prohibited along the Skellefteå coast.
Hand held gear
Hand held gear refers to rods, jigs and similar mobile gear equipped with a line and a maximum of ten hooks. It is allowed for everyone to fish with hand gear in the sea.
Fishing with hand held gear is allowed in public waters along the coast, with some restrictions for salmon and trout in river conservation areas.
In freshwater areas, fishing belongs to the fishing rights owners. To fish in such waters, the approval of the fishing right owner is required. In Skellefteå municipality, it is mainly fisheries management areas that manage fishing and offer fishing to the public. However, fishing for salmon and trout is prohibited during certain periods.
Other information about some hand gear - Otter board
In freshwater areas, fishing with otters and comparable gear and fishing with a tow or casting line that has a maximum of three hooks is permitted. However, this requires that you have fishing rights or permission from the fishing right owner. In Skellefteå municipality, it is often a fisheries management area that gives permission.
You can fish for salmon and trout in certain areas, at certain times of the year, using hand gear, fishing rods and nets. You need to find out what the rules are in your area.
If you are registered in Sweden, you are allowed to fish with a maximum of six nets and a maximum of 180 meters of net per person in the boat. Remember that the person fishing with a net must be in the boat when the net is set and weighed, and it must be clear from the label who is fishing.
You can put out pots along the Skellefteå coast throughout the year. What you need to remember is to mark the buoy with your name and phone number and an F if you are a recreational fisherman and the gear must not be higher than 1.5 meters.
You can fish along the entire coast of Skellefteå municipality with hand held gear, fishing rods. There are areas where you are not allowed to drag the boat or use an otter board. These are areas closest to the mouths of the rivers. But you are allowed to stand and cast lines from the boat even in these areas.
Fishing rules for the coast
Although fishing with hand gear along the coast is basically free, you are not allowed to fish just anywhere. It is your responsibility as a fisherman to find out what rules apply to the area you intend to fish.
For some species, there are minimum sizes and closed seasons, and there are closed and prohibited areas where fishing is completely or partially prohibited.
We all need to contribute and follow the rules so that future generations can also catch a fish and enjoy a living ecosystem.
It is forbidden for recreational fishermen to sell their catch from the sea. Only licensed professional fishermen are allowed to do so.
Closed seasons
Closed seasons are periods when you are not allowed to fish for certain fish species. These rules are in place to protect fish during their spawning season.
- Grayling: All fishing is prohibited between
April 15 and May 31. - Sea trout: All fishing is prohibited from October 1 to December 31.
- Salmon: All fishing is prohibited from
October 1 to December 31. Fishing for wild salmon is prohibited from September 1 to April 30.
Skellefteå municipality does not take responsibility for any inaccuracies in this information. The responsibility always lies with the fisherman to follow both local and national regulations.
Local conservation areas around river mouths
Outside four of the five coastal estuaries (Åby, Byske, Kåge, Skellefte and Bure rivers) in Skellefteå municipality, there are state-decided conservation areas with special fishing rules to protect the rivers' local stocks of salmon and trout. The exception is outside the Skellefte River where farmed salmon and trout are released as compensation for the power plant expansion in the river. In the Skellefte River estuary, there is what is called a terminal fishing area, the purpose of which is to promote fishing for these farmed fish.
Within the conservation areas, with their various restriction limits, outside the municipality's salmon rivers, special rules apply to fishing with hand gear, mobile gear and fixed gear. Kusten
The Åbyälven conservation area extends from the easternmost headland of Tåmsvarten to the southwestern headland of Buskön. Within this area, there is a total ban on fishing for salmon and trout throughout the year.
Restriction limit 1 runs as a line from the headland west of Ole-Vippersagrundet over the northern tip of Ole-Vippersagrundet and the northern tip of Timmermarksgrundet to the small headland northwest of Orrholmsudden. Within this area, fishing with fixed gear that is over 1.5 m in any part is prohibited.
Restriction limit 2 is a line from the eastern tip of Lillören over the eastern headland of Degergrundet to the southern tip of Sandviksudden. Within this area, all fishing is prohibited except fishing with fyke nets that are not higher than 1.5 meters in any part. Fishing with hand gear is also permitted if the fishing method as such does not require the use of a boat. It is therefore permitted to stand in a boat and cast a line. Dragging a line behind the boat is not allowed.
Fishing with hand gear for salmon and trout may take place outside restriction limit 2 from June 17 to September 15. In such fishing, a maximum of one trout or one salmon may be retained per angler per day. The minimum size for trout is 50 centimeters and the minimum size for salmon is 60 centimeters in the sea.
Fishing ban within the 3-meter depth curve
In water areas with a depth of less than three meters according to the current nautical chart, fishing with nets is prohibited from 1 April to 10 June and from 1 October to 31 December. However, fishing with nets of a mesh size less than 37 mm is allowed from October 1 to October 31.

Restriction limit 1 is a line from Kågön to the southernmost tip of Ostnäsudden. Within this area, fishing with fixed gear that in any part is over 1.5 m is prohibited.
Restriction limit 2 is formed by lines from the northern tip of Orrholmen via Ytterstholmen to the south-eastern tip of Bastuholmen and from Södra Bastuholmsgrund to Ön. Within this area, all fishing is prohibited, except for fishing with fyke nets that are no higher than 1.5 m in any part. Fishing with hand gear is also permitted if the fishing method as such does not require the use of a boat. It is therefore permitted to stand in a boat and cast a line. It is not allowed to drag a line behind the boat.

The river
Within the freshwater area of the Skellefte River (Skellefteälven), rules set by HaV apply. In addition to these rules, the fisheries management areas themselves can set additional restrictions. In the lower parts of the Skellefte River (downstream of Lejonströms FVO) there is no fisheries management area, which means that the fishing rights owners decide on public access to fishing.
The coast
The Skellefteälven estuary is a terminal fishing area. The purpose of the terminal fishing area is for commercial fishing to be concentrated in these areas and to fish for farmed fish. This in turn protects the wild salmon stocks.
The Skellefteälven terminal fishing area extends from the easternmost point of Kågnäsudden, latitude 64 44, 98 N, longitude 21 18, 00 E, over the southeastern tip of Skötgrunnan, latitude 64 35, 55 N, longitude 21 30, 40 E, to the southern tip of Skallön, latitude 64 34, 24 N, longitude 21 90, 10 E.
The inner restriction limit of the area is formed by an extension of Örviksvägen to Gnäggskatan. Within this area, fishing with fixed gear that is higher than 1.5 m in any part is prohibited.
Fishing ban within the 3-meter depth curve
In water areas with a depth of less than three meters according to the current nautical chart, fishing with nets is prohibited from 1 April to 10 June and from 1 October to 31 December. However, fishing with nets of a mesh size less than 37 mm is allowed from October 1 to October 31.

Trout: Restricted from September 1 - October 14. Minimum size 50 cm. Maximum one trout with adipose fin per fisherman and day. No limit per day for farmed trout (without adipose fin).
Grayling: Restricted from April 15 - May 31. Minimum size 35 cm.

Note that fishing is prohibited on the south side of the river downstream of Bergsbydammen.
Please note that outside other coastal estuaries in Skellefteå municipality, there is a total fishing ban from 1 September to 31 December within 200 meters of the mouth.
